I don't think it's post-acquitall work. It's more likely to be the title track of the never released Katrina charity album. Which amazes me cause I wouldn't have expected stepping songs on there. But I love it, it's really great. R. Kelly can't go wrong with his stepping music.
I agree with Maxx on that it lacks a break down/bridge/grand finale or sumthin'. So I vote 4 Rs, but it's actually a 4.5 vote.

this is a 5R song, one of two on the album (the other is Freaky Sensation).
the fact that there's no stepping breakdown at the end is good because this song is more like The Storm is Over Now than Happy People. It deals with coming out of a bad time more seriously, so I don't think a fun dancing thing at the end would be appropriate.
